Endorsed by Sheriff Shane Ferrari
I had a great visit with Sheriff Ferrari over the weekend. We talked about my work in the community, my role as city councilor for District 2, and my campaign to continue serving Farmington.
During our conversation, he expressed that he values leaders who are active in the community. He spoke about the things that stood out to him: my commitment to working with youth and helping them make positive choices, and my volunteer ministry in our jails and prisons, reminding people that change is possible.
He also shared that he appreciates the humility I bring to public service and the different perspective I offer.
It was a meaningful conversation, and I’m grateful for the opportunity to visit with him and exchange our thoughts about leadership and service.
At the end of our visit, Sheriff Ferrari offered his endorsement for my campaign. I’m honored to have his support and his confidence in my continued service to the residents of District 2.
Mayor Duckett Endorses Herman "Punch" Buck
Elect Councilor Buck for Farmington City Council District 2!
It’s my honor to endorse Farmington City Councilor Herman “Punch” Buck for election to continue serving the residents of District 2.
Since I nominated him, and the council appointed him a year and a half ago, Punch has shown a genuine heart for service and a willingness to do the work. He listens, learns, and leads with humility, consistently keeping the best interests of our citizens at the center of his decisions.
Here’s why I believe Punch is the right person for Farmington:
Outside city hall, Punch continues to serve our community in powerful ways.
He is a man of faith who has dedicated his life in the service of our Lord and Savior. He walks the walk and talks the talk.
Punch is a devoted father and husband who when called on multiple occasions, and amidst his busy schedule, opened his home to foreign exchange students.
Through his ministry at the adult detention center, he brings faith and compassion to people who need it most.
As a boxing coach, he mentors our youth with discipline and accountability, setting the kind of example every parent hopes for in a coach. He recognizes the problems facing our kids and instead of grandstanding about it he is in the gym working it out with them every week.
Punch is a small-business owner who understands how government decisions affect working families and local enterprise, and he approaches those issues with common sense and care.
I’ve never met someone more willing to help others no matter the time, place, or circumstance. When he was appointed, I received numerous calls from people who know Punch who encouraged me to appoint him because of his huge heart and willingness to help those in need.
Even with his busy schedule, which at times has him working long distances from home, he is a constant presence at community events and a proud ambassador for Farmington across our state.
Punch has earned my trust and respect, something that he had earned from so many community members who recommended him to me when he was appointed. I am a better person because I’ve gotten to know him and witnessed a man who truly is living his life in service of our Creator, his family, and his community.
Vote Punch for District 2!

Service, Hard Work, and Faith
The Story of Punch Buck

Herman “Punch” Buck has deep roots in the Farmington area. A husband of 27 years, father of four, and small business owner, he has spent his life working hard, raising a family, and giving back to the community he loves.
Herman owns and operates a 24-hour towing business on the Navajo Nation, a company founded by his father more than 40 years ago. Before returning home to take over the family business, he studied auto mechanics in Phoenix, earned his ASE certifications, and worked at Infiniti in Scottsdale.
He also spent 15 years in the oil and gas industry as a mechanic and wellsite pumper with Devon Energy and BP.
Beyond his business career, Herman has devoted decades to mentoring and ministry. As a registered boxing coach for more than 16 years, he has trained over 1,000 young athletes under a strict code of conduct emphasizing respect, discipline, and education.
His program drew the attention of local juvenile services, leading to opportunities to mentor at-risk youth, train members of the Bloomfield Police Athletic League, and even teach an accredited boxing course at San Juan College.
He has also served in jail and prison ministry for more than a decade, encouraging incarcerated men and women to believe in the possibility of transformation. His faith is a steady foundation, guiding his service to others, including working with youth and riding into prisons as part of a Christian motorcycle club to share hope and encouragement.
In March 2024, Herman was appointed by Mayor Nate Duckett to represent District 2 on the Farmington City Council following a vacancy. Since then, he has found deep fulfillment in serving his neighbors and shaping Farmington’s future.
One of the highlights of his first year was taking part in the groundbreaking ceremony for the Piñon Hills Boulevard Extension, a project that will improve connectivity and development across the city.
Councilor Buck also values connecting with residents at community events, listening to their concerns, and working with fellow leaders to make Farmington a better place for families today and for generations to come.
He’s a proud graduate of Leadership San Juan, Class of 2025. This 10-month program identifies, enlightens, and encourages emerging leaders of diverse backgrounds to enhance the quality of leadership in San Juan County.
In 2025, Councilor Buck was nominated for the Farmington Chamber of Commerce Citizen of the Year in recognition of his commitment to youth and those who are incarcerated.
He continues to live by the principles that guide him: hard work, perseverance, faith, and service to others.

"Serving District 2 has been one of the greatest honors of my life. Local leadership carries real responsibility. Every decision made by City Council impacts the daily lives of our residents and the future of Farmington. These are not decisions I take lightly; each one requires thoughtful consideration, always with our families and community in mind. I’m committed to making decisions that protect our families, support local businesses, and prepare Farmington for the next generation."

Councilor Buck’s Vision for Farmington
Since his appointment in March of 2024, Farmington City Councilor Herman “Punch” Buck has been serving the residents of District 2. During this time, he’s seen the solid groundwork laid by Farmington’s elected leaders and community partners — groundwork that continues to support growth and opportunity for our city’s future.
Farmington has been steadily moving forward with major infrastructure projects such as the Piñon Hills Boulevard Extension, as well as continued investments in parks, recreation, public safety, and other quality-of-life amenities.
Councilor Buck believes his role is to build on this momentum. Meeting the challenges of economic diversification, public safety, and infrastructure requires leaders who are committed to action and prepared to make decisions that move Farmington forward. Our future generations depend on it.
Councilor Buck’s vision comes to life through three key priorities:
1. Economic Growth & Diversification
Opportunity for Every Business
As a small business owner, Councilor Buck understands that entrepreneurship is the backbone of a strong local economy. Farmington’s long-term prosperity depends on diversifying beyond oil and gas, while still respecting the industries that built this community.
Priorities under this pillar:
-
Fostering entrepreneurship: Encourage a business climate that welcomes new ideas and supports entrepreneurs in turning those ideas into thriving local businesses.
-
Supporting local business: Promote a strong local economy by backing efforts that help existing businesses expand and remain competitive.
-
Attracting outside businesses: Support regional economic development partnerships such as Four Corners Economic Development (4CED), as well as the City’s own Economic Development Department, in their efforts to market Farmington to companies looking to expand or relocate.
-
Diversification focus: Support initiatives that encourage new sectors, such as outdoor recreation, film, technology, manufacturing, and logistics, to grow and contribute to a more balanced local economy. These industries have already shown potential in Farmington and San Juan County.

2. A Safe & Strong Community
Standing with First Responders, Supporting Youth & Families
Every resident deserves to feel secure in their home and neighborhood. Councilor Buck believes in supporting our law enforcement and firefighters while also backing the community programs and facilities that make Farmington a safe, family-friendly city.
Priorities under this pillar:
-
Support for law enforcement & firefighters: Advocate for adequate funding, training, and resources so police officers and firefighters can do their jobs effectively and safely.
-
Family and youth opportunities: Support the City’s investment in recreational facilities, community centers, libraries, and cultural programs that provide positive, safe outlets for children and families.
-
Strategic partnerships: Collaborate with nonprofits and community organizations, such as Totah Behavioral Health Authority, to address addiction, homelessness, and mental health, ensuring the City does its part to support an environment where these services can succeed.

3. Infrastructure & Smart Growth
Building Today, Preparing for Tomorrow
Farmington is growing. It’s imperative that we have a strong infrastructure to help ensure it remains a thriving city. Councilor Buck is committed to responsible investment in roads, utilities, parks, and public spaces while planning for the growth and connectivity that will sustain Farmington for generations to come.
Priorities under this pillar:
-
Roads and connectivity: Advocate for major infrastructure improvements and projects such as the Piñon Hills Boulevard Extension to improve connectivity, safer roadways, and faster response times for emergency vehicles.
-
Parks and public spaces: Invest in parks, trails, and recreation facilities that improve quality of life, encourage tourism, and give families places to gather and stay active.
-
Water security for the future: Support projects like the expansion of Lake Farmington reservoir and the construction of a permanent pipeline to the San Juan River for drought contingency, ensuring long-term sustainability for our city.
-
Affordable, dependable power: Support long-term strategies such as Farmington Electric Utility System’s (FEUS) Integrated Resource Plan, a 20-year roadmap to keep rates competitive, protect reliability, and plan responsibly for Farmington’s energy future.
